SEN. ROBIN PADILLA SEEKS SPECIAL SESSION TO ADVANCE JUVENILE JUSTICE LAW AMENDMENTS

Senator Robin Padilla is seeking a special legislative session to advance his proposal to amend the country’s juvenile justice law amid renewed debate on youth involvement in serious crimes.
The proposal aims to revise the Juvenile Justice and Welfare Act (RA 9344) by lowering the minimum age of criminal responsibility from 15 years old to 10 years old.
Padilla said the measure is intended to address what he described as recent cases involving minors in offenses such as robbery, sexual violence, and a reported school shooting. He stressed the need for faster legislative action, arguing that current provisions may need updating to strengthen both public safety and accountability.
The proposal is expected to trigger further discussion among lawmakers and stakeholders, particularly on how to balance child protection principles with crime prevention and justice system reforms.
