68-YEAR-OLD CEBU HARMONICA PLAYER RETURNS HOME AFTER DETENTION

A 68-year-old harmonica player, Ireneo Vidal, has returned to his family after being detained in Cebu City over an alleged violation of anti-mendicancy rules.
Vidal was taken into custody on May 7 after authorities saw him playing harmonica in a public area while receiving small amounts from passersby. He denied that he was begging, saying he was performing music and accepting only voluntary help from people who chose to give.
According to reports, Vidal said the money he received helped him buy food, including for his young grandchild. He also claimed he was mistreated during the apprehension, prompting calls for the incident to be properly investigated. Cebu City officials have since looked into the allegation.
Vidal was later allowed to leave detention with the assistance of Councilor Pastor “Jun” Alcover Jr., who had stepped in after learning about the case. The incident has since renewed discussion online about the line between street performance and begging, and whether enforcement of such rules should be handled with more caution, especially when elderly and poor residents are involved.
