LAWMAKER PUSHES FOR NATIONWIDE “NO-KILL” ANIMAL SHELTERS

Pampanga First District Representative Carmelo “Pogi” Lazatin Jr. has filed House Bill No. 8710, aiming to improve animal welfare across the Philippines. The bill proposes that every city and municipality establish animal shelters that follow a strict no-kill policy, ensuring that rescued animals are either adopted or rehomed instead of being euthanized.
The measure also calls for the creation of public veterinary clinics in all local government units. These clinics would provide essential services such as vaccinations, basic treatments, and spay/neuter procedures, offering them at little or no cost to pet owners. The initiative is intended to make veterinary care more accessible and encourage responsible pet ownership.
Supporters of the bill say it would strengthen existing animal welfare laws by promoting humane treatment and improving community-level support for animals. Lazatin, who has championed local animal care programs in the past, hopes this legislation will create a nationwide standard for protecting and caring for pets.
